Maintenance, repair and replacement of the water service lateral from the water meter to the structure is the property owner’s responsibility. In water utility districts servicing the residents of West Valley City: Granger Hunter Improvement District, Kearns Improvement District, Magna Water Improvement District and Taylorsville-Bennion Improvement District, respectively, the district is responsible to maintain, repair and replace the water service line from the connection of the water main line to and including the public yoke assembly, meter box and water meter.
Two factors dictate when a main water line must be replaced: when the structure of the line has failed beyond repair and when the pipe is made out of lead or galvanced material. Technically as of this writing, Utah law does not require replacement of lead or galvanized pipes, but this is the recommendation of the Environmental Protection Agency and many states legally require replacement, and leaving these pipes with these materials in place can pose a health risk.
Utah’s Department of Environmental Quality is currently compiling an inventory of service line pipe material. While there appears to be limited lead pipes in the West Valley areas that we’ve reviewed, there are a meaningful number of properties with galvanized pipe. Galvanized pipe is subject to higher levels of corrosion and leaching of metals into the water supply vs PVC or copper, and has a shorter lifespan and higher structural failure rate, so we always replace main water lines made from galvanized pipe.
